About the Volunteer Organization Coordinating Council (VOCC)

The VOCC consists of volunteer leadership from different volunteer organizations.  The VOCC meets to discuss preparedness topics and runs different emergency and disaster scenarios in which each volunteer organization states what their role would be during the response and recovery phases.  

Mission Statement

The VOCC supports FCEM&HS and its mission by providing liaison to coordinating emergency planning and fostering cooperation among the VOCC member organizations.

Operating Principles

  1. The VOCC is not itself a service delivery organization.  It is an umbrella organization that provides coordination of all volunteer groups supporting and aiding FCEM&HS in its mission of county-wide emergency/disaster planning, education, warning, response, and recovery.
  2. The VOCC and its member organizations will endeavor to provide only the type and amount of support requested by FCEM&HS and will, at all times, follow the lead of FCEM&HS staff.
  3. The VOCC will foster a climate of cooperation among its constituent organizations by providing relevant information from FCEM&HS on a timely basis and by understanding the needs and concerns of each group.
  4. The VOCC will keep its administrative structure streamlined and efficient so as to minimize the demand for resources placed upon FCEM&HS and the member organizations.

VOCC General Information

The VOCC meetings are generally held every 2 months beginning in January of each year with the exception of a hiatus after the May meeting and resuming meetings in September.  The council meets at FCEM&HS located at 5300 Strawberry Farms Blvd, Columbus, Ohio 43230.  Contact Chris Williams, FCEM&HS Volunteer Manager for more information.

VOCC Membership Qualifications

  1. Express an interest in public safety as a volunteer through emergency and disaster planning.
  2. Lead an organized group of volunteers with a focus on preparedness, response, and/or recovery or
  3. Be a confirmed delegate or alternate of line 2.
  4. Complete the necessary tasks of acquiring or maintaining membership status as the council sees fit.
  5. Be willing to participate in most of the free VOCC meetings throughout each year.
