About Local Damage Assessments

Damage assessment is integral to recovery operations.  Damage assessments provide a snapshot of the scope and magnitude of local damages.  Currently, FC CERT assesses residential damages based on four categories as instructed by the Ohio Emergency Management Agency.  Local damage assessments are a function of FCEM&HS by law according to the Ohio Revised Code (ORC 5502.21).  Take the  independent study course IS-559: Local Damage Assessment for more information from FEMA about Local Damage Assessments.

A local damage assessment (LDA) is a systematic process of determining the type of damage, the extent of loss, and impact suffered by a community in a disaster. A Franklin County CERT LDA is conducted immediately following an event and assesses damage to homes and other residential structures. LDA specialists are deployed by FCEM&HS into the damaged area right after an emergency and record a firsthand account of damage to the area. Volunteer LDA specialists do not sit behind a desk; instead they are on the ground working in the disaster area.

Why a Local Damage Assessment is Conducted

A LDA is the base of information used to help determine the need for federal and or state assistance. A LDA helps to:

  • Determine the severity and magnitude of the emergency.
  • Quantify homes impacted by the emergency.
  • Determine whether local resources will be sufficient to effectively respond and recover from an emergency.

Why Volunteer Local Damage Assessment Specialists are Important

  • Local damage assessments must be rapid, detailed, and accurate. The Volunteer LDA Specialist makes this possible.
  • Delay in completing the assessment may hold up supplemental disaster assistance to those most in need of assistance, which could impede your community’s recovery.
  • Local and county officials are already conducting routine day-to-day business or performing pre-assigned emergency roles.
  • LDA reports are submitted to document the who, what, where, and when of the emergency which includes loss, impact and needs of the affected community.

Click here for the FEMA declaration process which utilizes damage assessment to determine which Stafford Act programs are activated. Our recovery will be initially based on the needs and the impact to the community found during damage assessment operations.

The type of assistance needed by individuals and households is Individual Assistance and is initially based on FC CERT damage assessments.  The type of assistance needed by the government, non-profit sector, etc. to repair or replace equipment or structures or pay for overtime collected during the declared emergency is Public Assistance.  Public Assistance is assessed by the officials of their respective jurisdiction.
